Kim’s alliance with Russian President Vladimir Putin during the Ukraine war has raised concerns about technology transfers and strengthening the nuclear-threat posed by North Korea. South Korea’s Joint Chiefs of Staff reported that North Korea sent troops and military equipment to support Russia, with approximately 4,000 North Korean troops killed or injured in the conflict.
