The association grew out of the Southern California Contractors Association and aims to promote member companies at the state, county, and city level, advocating for increased investment in transportation infrastructure. The organization’s director of labor relations, John Cooper, noted that while federal infrastructure projects require payment of union-level wages, city and state work may not.
