Arizona legislators are closely examining restrictions on casitas, small backyard homes, in Scottsdale. Governor Katie Hobbs signed legislation in May legalizing accessory dwelling units (ADUs) and requiring cities with over 75,000 residents to allow them starting January 1. However, Scottsdale City Council passed zoning changes excluding casitas from much of the city, upsetting State Rep. Michael Carbone, who sponsored the bill. Carbone believes these restrictions go against the intent of the law, which aims to provide more affordable housing options.
The city of Scottsdale stated they are in compliance with the new state law, but House lawmakers will be addressing the issue with Scottsdale to ensure proper implementation. Failure to comply could result in the withholding of state funding. Carbone’s goal is to resolve the situation and ensure Scottsdale follows through for its constituents. The issue is a pressing matter, as affordable housing remains a critical need in the region.
