Diplomatic Technology Enhances Foreign Service Mobility through Tech for Life

The Department of State’s Bureau of Diplomatic Technology (DT) has launched the Tech for Life (TFL) program in response to the Modernization Agenda set by Secretary of State Antony Blinken. This new mobile technology initiative revolutionizes how employees access government devices and IT services by allowing them to keep their work phones and laptops throughout their careers, rather than exchanging them with each new assignment.

The TFL program, which piloted in 2023, has already equipped over 4,000 employees with enterprise mobile devices (EMDs) and mobile phones, providing flexibility across roles and locations in the era of remote work. By tying devices to individual users, TFL ensures dependable access to a global network of IT professionals.

TFL has successfully deployed laptops to Civil Service new hires in the National Capital Region (NCR) and also to Foreign Service employees transiting through NCR. The program recently expanded to Foreign Service new hires, and upcoming initiatives include a dashboard to track user locations, increased automations, streamlined workflows, and additional laptop offerings.

Acting Director of the Office of Customer Care and Service (CCS) Carolyn Fox-Myers emphasized the importance of TFL in providing endpoint technology and services for a seamless user experience throughout an employee’s career. The TFL Operational team includes Deputy Chief Information Officer for Enterprise Services Laura Williams, CCS Division Chief Keith White, then-Director of CCS Elaine Tiang-Chu, and staff from Deloitte Consulting.
