President-elect Donald Trump has announced that he will be nominating retired Gen. Keith Kellogg to serve as assistant to the president and special envoy for Ukraine and Russia. Kellogg previously served in sensitive national security roles in Trump’s first administration and has had a distinguished military and business career. Kellogg co-authored a policy paper in April that outlined how to end the war in Ukraine, suggesting U.S. military aid to Kyiv could be conditioned on their participation in peace talks with Russia. The paper also acknowledged the challenge of reaching a peace agreement while Russian President Vladimir Putin was in power.
During the campaign, Trump promised to bring an end to the war in Ukraine but did not provide specific details on how he would do so. Trump’s relationship with Ukrainian President Volodymyr Zelenskyy has been complex, with a phone call between the two leaders leading to Trump’s first impeachment. Vice president-elect JD Vance and Robert F. Kennedy Jr. have both expressed skepticism about U.S. aid to Ukraine and support for peace talks to end the conflict. Vance has criticized the need for U.S. aid to Ukraine, while Kennedy has suggested that Zelenskyy is receiving excessive aid. Both Vance and Kennedy support negotiations between Ukraine, Russia, and NATO allies in Europe to reach a peaceful resolution to the conflict.
